There is no single theoretical modus operandi of Total Quality Management (TQM), but Deming, Juran and Ishikawa have provided its core assumptions as discipline and philosophy of management which institutionalize planned and continuous improvement; it is assumed that quality is the outcome of all activities that take place within an organization; that all functions and all employees have to contribute to the improvement processes; in addition to the vital assumption, which we want to give some more thoughts in this e Forum, is that TQM implementation necessitates quality culture.
